 Anticrime councils in campuses .The Department of Education, the National Police Commission and the Commission on Higher Education recently signed an accord to encourage and facilitate the creation of student crime prevention center (SCPC) under the Supreme Student Council (SSC) in all learning institutions.        DepEd officer in Charge Dr. Fe Hidalgo said she directed all public and private elementary and secondary schools all over the country to form their own SCPC in support of the government's crime prevention campaign.        "Full cooperation is enjoined especially in the organization of councils in public and private schools nationwide and providing full support to the crime prevention campaign of the government" said Hidalgo.        The creation of SCPC was initiated in light of reports of the Department of Social Welfare and Development and the Directorate for Investigation and Detective Management of the Philippine National Police that a significant number of children are involved in the commission of crimes and commit misdemeanors and other forms of infractions.         Relative to the creation of the Student Crime Prevention Committee, the following pertinent documents were executed, signed ans issued:        Memorandum of Understanding dated September 1, 2005, made, executed and entered by and among the Napolcom, the DepEd and CHED, represented by Hon. Angelo T. Reyes, Hon. Ramon C. Bacani and Hon. Carlito S. Puno, respectively;        CHED Memorandum Order No. 42, series of 2005 re: implementing guidelines for the creation of SCPC in all colleges and universities; and        DepEd Order No. 1, series of 2006 re: Creation and composition of SCPC. |
